    I will wait for the full analysis by experts who know what they are alking about. If this is what it seems at face value, then all hell will break loose. Roberts has screwed the public, even if he thinks he's being objective. The game of mandate/tax is dishonest and it will lead to backlash. Good luck forcing this on recalcitrant states. We'll see what developes.
