Colorado and Washington joined 18 states which have legalized, or decriminalized, growing and possessing small amounts of marijuana. In most states decriminalization is intended for medicinal only, but in 2012 both Washington and Colorado made recreational use of the hallucinogenic cannabis plant legal for citizens over the age of 21.
