It needs it fast , and sent to the right . agencies The right agencies in this , and any other , disaster are the ones that are competent , even-handed and very importantly already there . Even the best of agencies that tries to parachute in will spend too much money getting there and too much time masterning basic logistics . So you want to support groups that have people on the ground with local contacts and local . knowledge The urgency means it's second-best to simply put a cheque in the mail .      nbsp; nbsp; The list of the "top 10" humanitarian disasters in 2009 compiled by Doctors Without Borders/Medecins Sans Frontieres s a reminder of just how good life is for anadians and others in the developed world.  nbsp; As always, violence and/or neglect are the factors that put countries and issues on this ugly ist. It includes the fallout from onflicts in Yemen, Pakistan, Sri Lanka, DR Congo, southern Sudan and Darfur, Afghanistan and Somalia, as well as dwindling support for ictims of HIV/AIDS, malnutrion and several other tropical diseases.  nbsp; For my Vancouver Sun column that expands on the list, click here.
